This tool is used for resurfacing your spoil board material. While there is no specific time to resurface your table it is something to consider if vacuum suction is lacking. These are called fly cutters because they rout very quickly. Spindle speeds are lower (between 12000-16000 rpm) and feed rates are high (between 200-400 ipm).
